UWEAL was established in 1987. UWEAL is an apex woman in business organisation with 5.7 million women benefiting from its programmes with presence in 109 districts/chapters. The women are segmented in 14 clusters including Agribusiness, manufacturing, professional/service, textiles, Art and craft, tourism, oil and gas among others.
Since its establishment, UWEAL has remained a force to reckon with in promoting women's entrepreneurship in Uganda. Rooted in its core pillars of advocacy, capacity building, networking, and Institutional development. UWEAL has been instrumental in fostering an inclusive and prosperous business environment for the last 37 years. Over the past three decades, the organization has played a pivotal role in advocating for women's active participation in business, aiming to create a more equitable and dynamic business landscape in the country.
Project Overview
The GROW project (Generating Growth Opportunities and Productivity for Women Enterprises) aims to increase women's income through gender-transformative policies and enhance access to finance and markets for women entrepreneurs. The project supports the implementation of Women Entrepreneurs Platforms (WEPs) across multiple regions, contributing to Uganda's economic development through women’s empowerment.
Job Overview:
The Monitoring and Evaluation (M&E) Advisor will play a pivotal role in the GROW project, overseeing the design, implementation, and management of a comprehensive monitoring and evaluation framework. The M&E office will ensure that all project activities are tracked for their performance, impact, and alignment with the goals of empowering women entrepreneurs and enhancing their access to resources. The advisor will work closely with various stakeholders and project teams to ensure the timely collection, analysis, and reporting of data, while fostering continuous learning and improvement.
1. Key Responsibilities:
M&E Framework Development:
- Lead the design and implementation of a robust Monitoring and Evaluation framework tailored to the objectives of the GROW project.
- Ensure that the M&E framework integrates well with the overall project’s strategies and aligns with key performance indicators (KPIs).
- Develop tools, templates, and systems for data collection, analysis, and reporting at district, regional, and national levels.
Data Collection & Analysis:
- Coordinate the collection and validation of data from Women Entrepreneurs Platforms (WEPs) across the project regions (Central, Eastern, and Western Uganda).
- Ensure accurate data gathering on project activities, outputs, outcomes, and impacts in accordance with the project’s goals.
- Analyze data and provide insights that inform decision-making and strategy adjustments.
Reporting & Documentation:
- Prepare detailed quarterly and annual reports highlighting the progress of project activities and the achievement of key results.
- Document project successes, challenges, lessons learned, and best practices for dissemination to stakeholders.
- Provide timely feedback to the project team to adjust strategies and ensure project activities are on track.
Capacity Building & Support:
- Train and mentor project staff and local stakeholders on M&E systems, tools, and methodologies.
- Work closely with district-level offices to strengthen local capacities for monitoring and data management.
- Provide guidance on integrating M&E best practices into daily operations to ensure sustainability beyond the project period.
Stakeholder Engagement:
- Coordinate with relevant stakeholders including the Ministry of Gender Labour and Social Development (MGLSD), World Bank, UWEAL, and other partners to ensure that the M&E framework meets donor and government requirements.
- Represent the GROW project in meetings and discussions related to monitoring and evaluation activities, ensuring transparent communication of project progress and challenges.
Risk Management & Adaptation:
- Identify risks and challenges within the project implementation, offering data-driven solutions for mitigating such risks.
- Adapt the M&E framework and tools as necessary to respond to any changes in the project’s implementation environment.
Qualifications & Experience:
- Education: Master’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, or a related field.
- Experience: Minimum of 7 years of experience in monitoring and evaluation, preferably with projects focusing on women’s economic empowerment, entrepreneurship, or capacity building.
Technical Skills:
- Expertise in designing and implementing M&E frameworks, systems, and tools.
- Proven experience with data analysis software (e.g., SPSS, STATA, or Excel) and qualitative analysis tools.
Leadership: Strong team management and capacity-building skills.
Reporting Skills: Excellent reporting and communication skills, with experience producing reports for donors and other stakeholders (e.g., the World Bank).
Communication: Fluency in English and knowledge of local languages is an advantage.
Desirable Attributes:
- Strong understanding of gender issues and women’s economic empowerment.
- Experience working with local government bodies and non-profit organizations in Uganda.
- Analytical thinker with problem-solving skills and the ability to adapt to dynamic environments.
Reporting
The post holder reports to the Chief Executive Officer.
Working Hours
This is a full-time position [working 40 Hours per week] during normal office hours with occasional evening/weekend working and the option to work flexibly to be agreed on appointment. The contracted place of work will be UWEAL’s Head Office in Kampala. However, there is the potential for some home/remote working subject to negotiation with the Line Manager.
