Positions Overview To enhance the efficiency and effectiveness of the supply chain systems within the program. The supply chain advisor will work to ensure that the clients /communities served under the Pathfinder project area have access to adequate quantities of essential supplies and commodities related to reproductive and maternal health. This position will involve overseeing the supply chain and strengthening procurement, ordering, reporting, delivery tracking, distribution, and management of essential supplies and commodities related to reproductive health and maternal and child health services across the districts of support. The ideal candidate will possess strong analytical skills and a deep understanding of supply chain management in Uganda’s health context.

Pathfinder has received funding from the Government of the United Kingdom of Great Britain and Northern Ireland, through the Foreign, Commonwealth & Development Office, FCDO – Kampala, to implement the ‘Empowering Women for Better Reproductive Health Outcomes Programme’ (EMPOWER) from February 2025 to January 2030. EMPOWER will be implemented in 80 districts in Uganda, to strengthen public sector health systems capacity to deliver maternal health services, mentor health workers on family planning and maternal, child health, and generate demand, while tackling myths and misinformation about family planning, and harmful traditional practices and gender norms that deny women agency over their own bodies.
The interventions are aimed to contribute to a reduction in preventable deaths of mothers, babies, and children, and women and girls’ empowerment through choices about whether and when to have children.
Key Performance Areas
Major Activities / Responsibilities
National-level Coordination
- Provide technical assistance to the MOH/NMS/JMS through the national level supply chain technical working group engagements on RH/MH medicines and supplies management and procurements and also collaborate with MoH, and the warehouses to shape supply chain environment to enhance RH commodity availability.
Technical support
- Ensures that supply chain management systems activities are incorporated in district workplans and budgets by supporting DHT s in development of medical supplies and medicines procurement plans
- Provide technical assistance to districts in planning, implementation and monitoring logistics management interventions.
- Provides timely support to district logistics teams and health workers in supplies forecasting, quantification, electronic ordering and reporting for health commodities required to implement the FP/MH services.
- Design and oversee implementation of quality improvement plans to ensure supply chain performance is improved in the regions of support.
Coordinate with other regional IPs, referral hospitals and district leaderships to develop joint workplan, identify opportunities for cost efficiency and foster supply chain improvements.
- To coordinate across regions and district local governments to ensure optimal use and availability of RH commodities
- Engaging in-charges and MMSs to track stock availability and redistribution (working with Service delivery & Supply Chain officers)
Data Management and Reporting
- Responsible for supply chain performance (across a continuum of indicators) for entire region; Supply Chain reporting, electronic ordering of health commodities by health facilities, the district stores supply chain improvement activities, Analyze supply chain data to identify trends, challenges, and opportunities for improvement.
- Prepare regular reports on supply chain performance and present findings to program leadership.
- Contributes to the learning agenda by identifying information gaps that could be filled by secondary data analysis, literature reviews, field testing of new approaches and collaborative learning events; coordinate, oversee and contribute to technical inputs on learning activities.
Regulatory Compliance
- Ensure compliance with local regulations and FCDO guidelines related to procurement and supply chain operations.
Minimum Education and Work Experience:
- Bachelor's degree in pharmacy, public health or related field; advanced training is an added advantage
- 10 years of experience supporting pharmaceutical supply chain, within Uganda’s national health system and at district level.
- At least 5 years’ experience working on a donor funded supply chain project.
- Expert knowledge of the national health system.
- Excellent in analytical, presentation skills; proficiency in Microsoft office packages

- Passion for Sexual and Reproductive Health: Demonstrated commitment to human rights, family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful practices.
- Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
- Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
