Job Description/Requirements
MSH seeks a Compliance Officer, for a new 5-year, $40 million health systems strengthening (HSS) project in Uganda. The USAID-funded Strengthening Local Health Systems (SLHS) activity includes the following technical areas: human resources for health, health financing, health information systems, and community health systems.

OVERALL RESPONSIBILITIES:
The Compliance Officer will conduct verification of internal controls and compliance of all financial and operational functions in MSH country/project. The Compliance Officer is also responsible for developing specific compliance requirements contained in a donor agreement(s) and for conducting an ongoing compliance monitoring and verifications; verify compliance with MSH policies, SoPs, and applicable manuals.
The position holder will verify that all staff are well versed in donor and MSH policies and procedures and are adhering to such standards. They will identify gaps in existing internal control systems and provide recommendations to strengthen them; will identify gaps in knowledge and skills; will provide recommendations for training and assists in training sessions conducted by MSH personnel in various business units.
In coordination with the Director of Internal Audit, they will develop a plan and evaluation tools, and then carry out independent review and verifications of the implementation of MSH and donor policies, procedures and standards, and the country local law, by which MSH country/project financial resources are managed. They will review and evaluate the effectiveness and efficiency of operations, reliability of financial reporting, compliance with applicable laws and the safeguarding of assets. They will plan, perform and report back on internal control assessments to ensure that financial control, financial guidelines of donor organization and other control procedures are in place and are being properly implemented and managed within MSH Cameroon. They will also be responsible for advising and monitoring quality standards of operations and value for money.
The Compliance Officer will follow-up on corrective actions recommendations arising from compliance reviews, internal investigations, and internal and external auditors to ensure the recommendations have been implemented and adhered to.

Under the direction of the Director of Internal Audit (and MSH General Counsel and the Human Resources) they will conduct thoroughly documented investigations of whistleblower cases, and suspected fraud and employee misconduct, including workplace harassment and will directly interface with the Director of Internal Audit on these or other specific cases.
The Compliance Officer works in partnership and collaboration with the Director of Finance and Operations and the project senior management team in conducting risk assessments, prioritization, and compliance activities work planning. Excellent interpersonal skills in verbal and written communication, proactive problem solving, fostering of teamwork, and professional discipline are required for successful delivery of compliance verification and assurance that project objectives are achieved, and MSH assets and reputation are safeguarded.
Qualifications
- Bachelor’s degree in accounting or business management or related area. Advanced degree preferred.
- Professional certification such as Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), or ACCA.
- Six plus years of experience in compliance, risk management or audit required.
- Extensive familiarity of U.S. Government grant rules and regulations (USAID, CDC, the Global Fund) or other donor rules and regulations (E.U) required.
- Experience in international development programs preferred.
- Excellent planning, management, and organizational skills.
- Proven leadership and interpersonal skills.
- Professional proficiency in English required.
