Primary Purpose

Primary Purpose

The CWS Emergency WASH Project Manager will lead the WASH projects aimed at supporting the Uganda Refugee Response Plan. The project will be implemented in Nyakabande Transit Center in Kisoro District and Nakivale Settlement in Isingiro District in response to increased refugee influx from DRC Congo. The Manager will design and manage the implementation of all aspects of the WASH project, including the technical oversight of the construction of WASH facilities and hygiene promotion. The manager will also have technical accountability to the global programme function, policy, strategy, and direction as required. S/he will have collaborative working relationships with with Africa Regional Office and Uganda Country Office (as necessary). In addition, the manager will oversee a WASH and Gender Project Officer as well as Hygiene Promotion Volunteers and will be responsible for capacity building the team on all aspects of WASH.

Responsibilities

Core Job Responsibilities :

Leadership & Management (20%)

  • Responsible for oversight of WASH projects targeting Uganda Refugee Response Plan .
  • Provide direct supervision and leadership to the WASH team to include team organization, performance management, training & development, staffing, conflict management, coaching and mentorship as well as day-to-day supervision of direct reports.
  • Establish and communicate clear expectations to staff to foster a predictable and consistent work environment.

  • Build the capacity of the team on various aspects of WASH.

Program Administration (35%)

  • Be responsible for the implementation, management, supervision, and support of the assigned WASH infrastructure project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards.
  • Manage the quality construction of assigned infrastructures, ensuring good maintenance and sustainable processes, especially by actively involving the local communities and helping establish/set up water committees.
  • Provide input into the integration of beneficiary participation and accountability (BA) in all aspects of the project.
  • Manage the correct and timely ordering of all necessary infrastructure and WASH supplies and equipment, ensuring proper storage and distribution.
  • Liaise with Operations and Finance Departments to ensure accurate procurement, transportation, and accountability.
  • Manage the construction budget and ensure all expenses align with CWS standards regarding financial management and governance.
  • Design and implement hygiene promotion activities for refugee communities and capacity build hygiene promoters.

Monitoring, Evaluation and Reporting (15%)

  • Produce narrative and financial reports according to the donor guidelines
  • Monitor and supervise construction activities and evaluate progress using both quantitative and qualitative data, ensuring quality standards are maintained.
  • Ensure that effective and efficient program monitoring and reporting processes are in place and implemented for all program activities.
  • Lead the development, adaptation, testing and mainstreaming of best/good practices in needs assessment, project design, implementation, M & E, and research in Emergency WASH Programming.

Representation/Engagement (15%)

  • Contribute to strengthening the organization’s Emergency Response (ER) efforts through the further development of a roster of candidates for relevant roles; a repository of WASH technical resources for ER; an inventory / catalogue of WASH ER items etc.
  • Ensure appropriate visibility at regional and country platforms and forums concerning Water Supply & Provision in humanitarian, transitional and development programming.
  • Maintain mapping of partners relevant in the WASH sectors for future partnerships and collaborations.
  • Lead the coordination in the WASH sector with relevant UN, Government and implementing partners.

Compliance (10%)

  • Responsible for ensuring compliance and adherence to CWS policies, guidance, and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools, and new approaches with a focus on innovation and piloting.
  • Coordinate financial and procurement compliance for related construction and WASH activities.

Additional Responsibilities (5%)

  • Any other duties assigned.

Qualifications

Experience:

  • A Minimum of eight (8) years of relevant post-qualification work experience is required .
  • A Minimum of five (5) years management experience in construction and WASH contexts, preferably in the humanitarian and/or emergency context in Uganda is required.
  • A minimum of two (2) years of direct supervisory experience is required.
  • Demonstrated experience managing contractors in WASH construction.
  • Demonstrated experience in project management and budgeting tools.
  • Experience in mentoring, coaching, facilitating, and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation and writing periodic project reports to institutional donors, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Computer literate with good working knowledge of Microsoft Excel, Word, and Outlook.
  • Fluent English (spoken and written).
  • Experience with MS Project.

Skills

  • Solid understanding of cross-cutting issues and related research agenda in WASH Programs in humanitarian and development contexts.
  • Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Computer and IT skills including MS Office, Web Conferencing and CRMs.
  • Strong presentation, facilitation, training, mentoring, and coaching skills.
  • Work in a multi-cultural/multi-national environment required.

Education & Certifications

  • Bachelor’s degree in water engineering or similar professional and/or academic qualifications in Water Supply & Provision programming is required.
  • Master’s Degree in Water Engineering is preferred.

Special Requirements

Special Requirements:

  • COVID Vaccination is a requirement for all successful candidates.
  • The candidate should be of good health, willing and able to travel extensively in often difficult conditions and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
  • This position requires use of laptops at all time, competence in Microsoft office packages is required.
  • This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program.
  • Background check which includes references and an educational and criminal check is required before the start of employment for International applicants.
  • A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
  • Environmental: Incumbents in this position may be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
  • Full time position.
