MSH seeks a Field Implementation Manager for a new 5-year, $40 million health systems strengthening (HSS) project in Uganda. The USAID-funded Strengthening Local Health Systems (SLHS) activity focusses at the national and regional levels and includes the following technical areas: human resources for health (HRH), health financing, health information systems (HIS), and community health systems (CHS).



OVERALL RESPONSIBILITIES:
The Field Implementation Manager will coordinate with SLHS technical team leads for HRH, health financing, HIS, and CHS and SLHS leadership to ensure that project activities at the sub-national level across the different technical areas of the project are well planned, implemented, coordinated, and reported on. They will routinely participate in technical discussions with government officials, project partners, SLHS colleagues, and local stakeholders to ensure effective implementation of SLHS technical assistance at the sub-national level. They will work with other staff and units in the SLHS project to develop a cohesive strategy for cross-cutting matters such as capacity-building approach, Collaboration, Learning and Adapting, and change management as well as annual workplans and technical activities at the subnational level. The Field Implementation Manager will support a team of Regional Coordinators who will work to strengthen regional referral hospital (RRH) counterparts and support sub-national implementation of priority SLHS technical interventions and initiatives.



SPECIFIC RESPONSIBILITIES:

  • Provide overall coordination of field implementation of all technical initiatives and function as the primary liaison between RRH Regional Coordinators and the SLHS project management structure on matters related to technical implementation of the project.
  • Provide guidance to RRH Regional Coordinators in establishing effective collaboration and communication with government of Uganda counterparts and other relevant stakeholders.
  • Provide leadership and strategic vision in the development and implementation of technical capacity building strategies.
  • Participate in development, implementation, monitoring, and reporting on annual project workplans.
  • Maintain effective communications with the designated MSH technical staff both in the Kampala and in the RRHs to ensure responsiveness in project implementation matters.
  • Other responsibilities as may be assigned.

Knowledge And Skills

  • Relevant work experience and track record of success in providing technical assistance in HSS including developing training materials and the delivery of training sessions.
  • Experience working on health financing, human resources for health, health information systems, community health systems, or HSS in Uganda.
  • Demonstrated hands on experience with HSS at the regional level in Uganda.
  • Experience using health system data for planning and decision-making
  • Experience working with USAID-funded projects is preferred but not required
  • Experience and track record of collaborating and establishing positive relationships with national, regional and district Ugandan Government officials, with USAID and other USG agencies and implementing partners, and with other relevant stakeholders.
  • Experience providing technical leadership for the development of strategies and implementation plans within projects and with national counterparts.
  • Experience monitoring performance, learning, adapting, and improving.

Qualifications

  • At least eight (8) years’ experience in HSS, implementing programs of similar technical nature. Ten (10) years’ experience is preferred.
  • A postgraduate education in a field of study closely related to the assigned responsibilities is required.
  • Experience supervising or coordinating technical staff.
  • Experience on US Government funded or other donor-funded programs supporting HSS in Uganda.
  • Deep knowledge of the Ugandan Health System and country structures for the provision of public health services.
  • Extensive experience developing and implementing plans and managing / coordinating technical activities.
  • Ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other US Government funded cooperating agencies and donor organizations.
  • Ability to work with and coordinate with diverse stakeholders to achieve project goals.
  • Excellent organizational, analytical, oral and written communication skills.
  • Demonstrated excellent English language skills (both written and oral).
